Saying goodbye

My mother was living in a nursing home for 4 years but in all of that time my brother and his wife visited her only once and the rest of his family didn't visit at all. Neither did my mothers nephews or nieces. I visited weekly and even during the lockdowns I would stand outside and wave to her. I took my grandchildren as often as I could and some family friends also visited. My mother's funeral was last week, but my brother and his family didn't attend the funeral, but I was surprised that mums other relatives turned up. I hadn't seen them in more than 5 years, but they were quite friendly, showing me photo's of mum and her brother as children. So is it alright for people to turn up to a funeral to say goodbye when they haven't said hello in years?
