Juvenile crime

A colleague recently had three vehicles stolen plus other property by three teenagers who are not locals but travel regularly to our town to commit robberies and wilful damage. A policeman was seriously injured when one rammed a stolen car into his police car.
Police state they are well known and have a long list of offences going back some years. How are they able to continue their crime sprees 'just for fun' with no regard for the trauma, costs and damage they cause? Now moves are underway to raise the age of responsibility for juvenile crime even higher. What should be done about this increasing juvenile crime?
