Theft by Delivery

An item was purchased online. It was delivered to the wrong address. A picture was sent to your email address to verify the delivery. The porch, door and windows, plus a toy, showed the wrong address in the photo. The online store recommends that you ask the neighbor to give you the package. You find the neighbor through the picture s details, they deny it was ever delivered to them, proof was shown from the verified delivery photo, the neighbor still denies. The toy in the picture sits in the same place, as the verified delivery photo. So, a call is placed to the online site, they will resend the item at no charge to you. What do you think of people who refuse to return an item that has your name, address and is obviously delivered to their address by mistake? And, should Online businesses do more to prevent this from happening? At the very least, send the person a bill to pay for the item.
